Originally, the TurtleBot3 Waffle had included an Intel Joule 570x controller and the Waffle Pi versions had the RaspberryPi controller. Now, since the Joule 570x has been discontinued, the Waffle Pi is the only model available for purchase.
You can certainly convert your Burger to a Waffle by purchasing the additional required Waffle plates. The only difference will be that the Burger has two XL430-W250-T servos instead of the XM430-W210-T that comes with the Waffle.
